Role Summary
As the Policy Manager of ProVeg Portugal, you will lead high-level advocacy efforts, develop strategic policy proposals, and build meaningful relationships with key Portuguese decision-makers. You will play a pivotal role in shaping and advancing policies that promote sustainable food systems, focusing on agriculture and environmental sustainability.

Reports to: Country Director Portugal
Location: Remote or Hybrid (ideally based in Lisbon, Portugal)
Hours: 30h per week
Responsibilities
Strategic advocacy and policy development
  • Lead the design and implementation of advocacy strategies to drive systemic change in agrifood and environmental policies.
  • Develop evidence-based policy proposals that align with ProVeg’s mission and objectives.
  • Monitor legislative and regulatory developments at the national and EU levels, identifying opportunities for impactful advocacy.
Stakeholder engagement
  • Build and maintain relationships with key stakeholders, including policymakers, industry leaders, civil society organizations, and academics.
  • Represent ProVeg Portugal at high-level meetings.
Capacity building and collaboration
  • Support the capacity building of partner organizations to strengthen collective advocacy efforts.
  • Collaborate with internal and external teams to align advocacy strategies and ensure consistent messaging.
Research and analysis
  • Conduct research to identify barriers and opportunities within agrifood and environmental policy frameworks.
  • Prepare policy briefs, reports, and position papers to support advocacy efforts.
Qualifications
Required:
  • Bachelor’s degree in public policy, environmental and/or agriculture fields, economics or a related field.
  • Minimum of 5 years of experience in agriculture, policy development, advocacy, or public affairs, with a focus on agriculture, food systems or environmental sustainability.
  • Strong understanding of agrifood and environmental policy frameworks in the EU, and Portugal specifically.
  • Proven ability to build relationships with high-level stakeholders and influence decision-making processes.
  • Excellent written and verbal communication skills in both Portuguese and English.

Preferred:
  • Experience working within EU or Portuguese public institutions or with EU or Portuguese policymakers.
  • Familiarity with civil society advocacy and capacity-building initiatives.
